Cosmopolitan Development communities are separately owned, developed, and built neighborhoods. They are independent operations, affiliated by a vision for neighborhoods consistent with the principles of "New Urbanism". These communities are infill locations in the heart of town, not the cookie-cutter neighborhoods that you will find on the periphery of town. Cosmopolitan Development communities are all located in Phoenix, Arizona.

Rich & Julie Baxter are principals in several Cosmopolitan Development projects, as well as Realtors with Realty Executives, Arizona's leading real estate sales firm. Rich moved to Scottsdale, Arizona in 1974, after spending his first twelve years in Ann Arbor, Michigan. Rich is a third-generation Realtor and learned the fundamentals of the real estate business around the dinner table. Julie is an Arizona native and began selling real estate in 1983.

      In early 1998, Rich bumped into an old friend from Scottsdale Saguaro High School. Standing in a supermarket checkout line, Julie Gordon was with her father, who lives but two doors from Rich in the Village at Camelback Mountain. The following week Rich and Julie were dating, and two years later they were married. Rich and Julie now work closely together in the real estate sales effort.

      Shortly after their marriage, Rich & Julie formed Cosmopolitan, LLC in an effort to develop unique, quality neighborhoods. These new home communities seek to fill a need that is not currently being met by traditional tract builders. The designs and floor plans are distinctive and are tailored to each specific neighborhood. The design elements incorporated in the floor plans and elevations are reminiscent of an earlier era with all the benefits and features that 21st Century homebuyers demand. Each community features crisply landscaped front yards and lush common areas, as well as electronically controlled gated entry. The neighborhoods are developed on a fee-simple basis, not condominium, meaning that homeowners own the land that their home rests on, just like a traditional home.

      Rich and Julie reside with their Malty-Bichon, Lilly, near the three-corner intersection of Scottsdale, Phoenix and Paradise Valley. They love the area, being close to family, the bustle of the Camelback Corridor, the beauty of Paradise Valley and the recreation of the Scottsdale greenbelt. In their spare time, Rich and Julie just enjoy being together.
